The application for leave to appeal is also considered, and it is DENIED, because we are not persuaded that the questions presented should be reviewed by this Court. Cavanagh and Boyle, JJ., would remand the case to the Court of Appeals for consideration as on leave granted and for consolidation with Michigan State Employees Association v Michigan Liquor Control Commission (Court of Appeals Docket No. 200373).
